FABULOUS RUINS  MYSTERY TOUR--World War II Gunnery Tower?

One of the many joys of my labors is learning from the great participants of this site who continually inform, correct, and enlighten me and all who visit.

Now it is time to toss up some accumulated mystery sites for the audience to teach me more. 

#1 This concrete tower is in Ford Park, by the river.   A man I met there claimed it was the foundation of a World War II anti-aircraft gunnery tower.  He had also had a few drinks. Was he right?  Tell it to the Forum.
