The
domino effect of abandonment of industries and businesses eventually
filter their way down to the community level.
A wave
of destruction radiates from these events to sweep away schools,
fire stations, churches and other basic institutions.
Engine House 11 is now being restored by The
Phoenix, a nonprofit association of 400 mostly African-American
