The Romans, in order to secure lands east of the Adriatic Seas in the seventh century, invited the warlike Croat tribe of southern Poland, to occupy that area. The anti-Roman Avars were thus driven from the area which was settled and secured by the invited immigrant Croats.

Similarly, "The Britons invited the Jutes to come and help them against the Irish and Picts in return for money in c.449AD. However, once paid the Jutes refused to leave and encouraged other Germanic tribes - like the Angles and Saxons - to come to Britain to seek their fortune and take lands. This they did with great enthusiasm eventually creating England." -wiki

Sometimes inviting immigrants works out great but sometimes such invitations have unintended consequences. My wife's idea for peace in the middle east is to invite and allow Israel's entire Jewish population to homestead on free land in Nevada. They wouldn't go for it but its a fun idea imagining how the desert and intellectual life there would bloom.

Growing the city though immigration is a no-brainer to those of us who ever lived in SWD or Hamtramck and saw moribund commercial strips [[as well as residential blocks) brought back to life.
Tomorrow there is a big rally in DC to support immigration reform, if you can't go consider joining this group:
